I recently found out Finn Russell played in New Zealand as part of a scholarship.

The NZ model needs to be used, were the youth are prioritized for retention (as it's best for the development has always been the neceessity) and only the best stars are kept (let the ones you're familiar with and who can demand attention at their new club leave/remain eligible).

It will also become much harder to lose those players in the future, as they'll be missing out on their best international years if they don't choose to return home to play for the Wallabies (were only talking a handful of people of course, it's not like everyone doing well overseas are Wallaby material).
